"INDEPENDENT" – 2002 – It is sad for Bulgaria that one of its best goods for export is its children. On the other hand Bulgaria is a part of the international traffic of children who are transferred abroad for organs and for prostitution. The rules for adoption are not a part of the requirements for accession to the European Union.

300% increase of kidnapped children in 2003 – an investigation of the National Statistics Institute indicates.

The International Migration Organization publishes freezing data (MONITOR Newspaper dated 16 August 2004) that Bulgaria exports each year 10 000 (ten thousand) girls at the age from 12 to 18 (which means children) to become prostitutes. These are caravans of white slaves. Our daughters sold to foreign boars. This is trade, traffic and sex-exploitation of children in terrible dimensions. Where do the Ministry of Interior and the authorities bleat? Is this not the cruelest form of state banditism?

In is indicated in the report for 2005 that the victims to traffic from Bulgaria, inclusive for adoption of children, are the most numerous. Through whose fault? Of those who have been ruling Bulgaria after 1990.

 

How many little Bulgarians have been thus condemned without trial and judgment? Little Bulgarians are punished not to be inquired and predestined to severe exile, insulting, suffering and death. Horror! Horror! Horror!

Savestin has not intentionally been traced out for eight years and he is not being ferreted out

PEOPLE, my suffering paternal heart is beseeching you fervently:

The name of this nice little boy is Savestin and it means CONSCIENCE. The child was kidnapped at the age of 8 by an Iranian drug-pusher and a Bulgarian prostitute from the capital of Bulgaria on the 6th of May, 1997.

Little Suvestin turned into a symbol of a disappeared child for the whole nation but the Bulgarian state hasn’t got a system for protection and searching for disappeared children. There is a trade with children in Bulgaria.

The men in power don’t care about the tragedies of the children with such dooms. My paternal efforts to find my son remained vain. Now I’m wating with endless hope for the help and co-operation of people around the planet who have good hearts and conscience.

I think that the representatives of the governmental authorities should visit me. Because the Parents shouldn’t go on hunger strikes.

Their rights, as well as the rights of their children should be fully guaranteed.

 

WHAT IS THE EFFECT OF THE HUNGER STRIKE AS CONDUCTED BY ME IN BRUSSELS?

 

First: It was clearly demonstrated how the state kills a father and a child in public. Why?

Second: Once again the governmental authorities have cynically made it clear that they do not intend and they shall not trace down the kidnapped little Bulgarian boy. Why?

Third: The governmental authorities have impudently demonstrated that they do not intend to apply any effective state policy towards the protection of the children’s and victims’ rights. Why? 

Forth: The Ministry of Interior has once again manifested a criminal unwillingness concerning the prevention, fighting and protection against the evil that is beyond description – kidnapping, trading, traffic and sexual exploitation of Bulgarian children. Why?

Fifth: The governmental authorities, at the head of the Ministry of Interior, did manifest a shocking unanimity regarding their indifference to the protection of the victims’ rights. Even when the victims are innocent children and their suffering parents. Why?

 

SAVESTIN – THE MINISTRY OF INTERIOR AND STATE POWER AGAINST A KIDNAPPED CHILD.

UNBELIEVABLE, MEAN AND UNFAIR ACT! WHY?

For what reason they do cover up the children’s traffic channels. How many little Bulgarians have been thus condemned without trial and judgment? Little Bulgarians are punished not to be inquired and predestined to severe exile, insulting, suffering and death. Horror! Horror! Horror! This is a kind of a state banditism.

Dear Compatriots,

While I was on a hunger strike, shivering in the nights on a bench in Brussels, and in Bulgaria, all sorts of people like Gerdzhikov, Petkanov, B.Borisov, Kostov, Stanishev, Parvanov, Vesela Draganova, Koshlukov, Dilov, Sherin Mestan, Hristina Hristova, Elena, Alisa, Zorka, etc., were sleeping in their worm beds, or eating with relish quite satisfyingly.

While I suggested problems of great national and international importance to be resolved, and put super-painful questions about children-victims, our politicians, state men and super ladies remain brazenly indifferent in an ominous silence. Silently and cruelly they ignored the children suffering and their parents’ agony. But in other cases, they mouths often (incidentally) speak false things and repulsive populism.  I think that this is a kind of state BANDITISM. What about you?

Dear people, Journalists, Parents!

Do not ask me about is! Not I, but the Ministry of Interior and the state authorities must answer your questions! Please, ask them, get interviews from them. Why they are destroying my child? Why they are jeering at me and at other person like me? Please, ask them furiously, since you and our children may be the next victims … It should not be like this! It is terrible! It is cruel…

Please, put clearly and publicly questions to the Ministry of Interior, Ministry of Justice, President, the City Council! Why they do not wish to do anything in the interest of our children? Let they say if Savestin and the children without childhood could be a threat to the national security?

Dear people, it is great problem, but you should not give it up!!! Please, do not betray your children!!! A handful of mad men should not be allowed to destroy our nation.

The Europeans have accepted my requests. They were moved by my suffering. Since I am putting real questions, and problems of importance such as the children’s and victims’ rights, the fight against kidnapping, trading and traffic of children. Please read my official letters, being published below in the web site, and you should be personally convinced.

But the governmental authorities have treated me in a humiliating and cruel way once again. Just a freezing silence and inaction on the part of all of them. Even the swank Bojko is silent. Let this operative cope speak favorably of himself as a man, as well as a general, how he has helped to Savestin. He has done nothing in this aspect! Let this little general say in public where his: 1. Prevention; 2. Instructions;  3. The special team for tracing down kidnapped children; 4. The precise operative work; 5. Intelligent service; 6. Interpol; 7. Actualization of portraits of the traced down children; 8. Returning back and protection of the children-victims are. Let him speak favorably of himself!

Dear Parents, Children and Teenagers,

I am not your enemy! Your enemies, as well as those of my children, are persons such as Petkanov, Gerdzhikov, B.Borisov and some others in power. Until now they did nothing to assist in his tracing down. They trampled upon the morality, consciousness by trespassing the international official documents. Shall they help you? No, they will not!

Dear People, what should you do in my place, since I cannot betray my son!! His name is SAVESTIN!! I shall fight against the state!!! I cannot forgive the seven-year torments, humiliations and unbearable pains. The cops did in the childhood of my son, by blotting out my fatherhood. Aren’t you the next victims? Please think over it … What shall you then?

Will you help me, or you shall watch the fun? Please, decide for yourselves?

 

If you remain silent by doing nothing, the things will go worse. Please do not become self-destroyers!

I, A. Hristov - a prosecutor at the Regional Prosecutor’s Office in Sofia, after I acquainted myself with the materials regarding case No 235/98, sent by the Metropolitan Investigating Services, No 3426/98 of the Regional Prosecutor’s Office in Sofia

FOUND OUT THAT:

There is a procedure against AN UNKNOWN PERPETRATOR for a crime according to article 142, paragraph 2, item 2 and 3 in the criminal code.

During the investigation it was found out that on May 6/7, 1997 in Sofia an unknown perpetrator kidnapped the young person Savestin Deyanov and held him in captivity against the law.

Taking into account all the materials about the case, I do not consider that there are any reasons available for termination of the investigation, but there are prerequisites for continuation of the actions towards defining the whereabouts of the kidnapped child and all the circumstances related to it, including discovery of the perpetrators of the incriminated action, ...

A FATHER IS AWAITING FOR CONSCIENCE, IS THERE ANYBODY WISHING TO HELP HIM?

 

 

BY BEING CONVINCED that children’s interest are

of a first-priority importance in all aspects related to them,

as well as on the ground of Article 9 and Article 10 of the

European Convention, I do DECLARE that I go on a

HUNGER STRIKE, starting from 25  May 2004,

in front of the European Commission and European Parliament in Brussels,

and in Strasburg - Council of Europe, if necessary.

 

 

              

My child is a victim of a trade and traffic criminal action. His name means “conscience”.

Beautiful, innocent conscience, kidnapped by an evil hand.

I have lived already seven years in unbearably helpless situation. I AM ASHAMED WHILE EATING, FEELING GUILTY WHILE SLEEPING, BY BREATHING PAINFULLY, for my child is still in a nightmare of the uncertainty. The criminals are brazenly well-organized, in contrast to the governments and the international society; they are only on paper. I wish to lay down my life not as a terrorist-suicide, but in the name of the children-victims. My purpose is to catalyze the effective governmental actions towards the protection of the innocence and conscience of the mankind in the name of children. I wish to trace out of path of the victims towards a more fair and legal order. Because it turned out that there is no single international organization to effectively render support or protection to me. Why?

 

I GO ON HUNGRY STRIKE IN SIGN OF PROTEST AGAINST THE TRADING WITH AND TRAFFIC OF BULGARIAN CHILDREN,

AGAINST THE COMPLETE INACTION ON THE PART OF THE BULGARIAN STATE AGAINST SUCH INCOMPARABLE EVIL.

I WILL GO WITHOUT A FOOD UNTIL THE BULGARIAN GOVERNMENT UNDERTAKES THE PUBLIC ENGAGEMENTS, OR UNTIL THE MOMENT WHEN THE EUROPEAN INSTITUTIONS AND WEIGHTY POLITICIANS BECOME GUARANTOR OF:

1.  Final terms setting within which the Bulgarian authorities to may completely realize the rights of the Bulgarian children, and these right to be approved by the UN Conventions on the Children’s Rights.

2. The acceptance by the Bulgarian legal authorities of a reasonable and effective Act on the Children’s Rights. Establishment of a Children’s Court;

3. The effective introduction into the Bulgarian punitive and civil law of:

v       Provisions of Article 3, Article 8, Article 11, Article 16, Article 33, Article 34, Article 35, Article 39 of the UN Convention on the Children’s Rights;

v       Covenants of the Facultative protocol to the UN Convention regarding the trading with children and the children prostitution;

v       Covenants of the Hague Convention on the civil aspects of the international children’s kidnapping.

4. The principles of the Declaration regarding the main principles of justice related to the victims of crimes and of abuse of power, to be introduced without reservation into the Bulgarian legislation, so that the social, administrative and court procedures to fully reflect the victims’ needs.

5. The victims of crimes to be treated with compassion and their dignity to be respected by:

v       Being provided with information regarding their rights and the necessary help in the full course of the hearing of the case;

v       National fund for granting of financial compensation to be established;

v       Material, medical, psychological and social aid to be render to them by the public and governmental authorities;

v       Police officers, social services officers and those of the system of justice to pass special training, so that to can understand the victims’ needs.

IT IS NOT LIKE THIS IN BULGARIA. WHY AND UNTIL WHEN?

6. Immediate organization of the effective investigation concerning each kidnapped Bulgarian child. The guilty cops to be put to trial!

DEAR EUROPEAN MEN, PLEASE HELP US NOW AND AT ONCE. WHAT I ASK IS OF INTERNATIONAL AND NATIONAL INTEREST. THE BULGARIAN CHILDREN NEEDS YOUR HUMAN POLITICAL WISDOM.

FURTHERMORE, PLEASE BE MORE WATCHFUL TOWARDS THE PROTECTION OF OUR CONTINENT BY:

First: New, additional Protocol to the European Convention to be elaborated within reasonable term, by which protocol (on the ground of Article 6 and article 13), the rights of the victims of crimes to be explicitly entered as main rights, aimed at undertaking of new actions for ensuring collective guarantees towards the effective acknowledgement and protection of any such rights. Nowadays, the rights of the accused and sentenced criminal are protected, but not those of their victims. Why?!

Second – The International Organization for Criminal Acts “INTERPOL” to take prompt actions for investigating and establishing the place of the kidnapped children – victims of trading and traffic. Now, INTERPOL is ineffective system. Why and until when?

Third – IOCA INTERPOL to give daily reports before the Council of Europe about the European children being detected and found.

Please, ask yourselves what is the actual use of INTERPOL for the kidnapped children?

I took a decision to make a hunger strike against trade and trafficing thE children OF Bulgaria at front of the European Parliament. My country derides me, my child and others like us.

Dear Ladies an Gentleman,

I am a father who survives in permanent nightmare, suffers from humiliations and sadness during his enormous hard war with the police and irresponsibility of our country.

 The authorities treat very bad me and my kidnapped child, as not my beloved son, but my soap holder is stolen. Many other people are in similar position like us in our country (nobody knows their number). Everything I’writing below is my personal sad experience.

PEOPLE, PLEASE READ THIS CAREFULLY!

THE BULGARIAN POLICE STATES ”IN OUR PRACTICE DURING THE LAST 20 YEARS, THERE IS NO PROVEN CASE OF KIDNAPPING FOR TRAFFICKING!”

THEY STATE IT IMPUDENTLY AND IN PUBLIC, AND THE AUTHORITIES STAY SILENT. WHAT AN ABSURDE PRACTICE - BULGARIA IS THE ONLY COUNTRY ALL OVER THE WORLD WITHOUT ANY PROBLEM?!

But if it’s true, than you gentlemen from the European Union, why are you writing Statements and Conventions defending the rights of the children, against the trade, prostitution and pornography with children? Instead of writing so much, come here and learn from our country. And give Noble prizes to our cops who succeed to ensure 20 years Paradise!

BUT ENOUGH WITH THE IRONY, THE THINGS ARE HORRIBLE!

TRUTH 1-ST:

In the Ministry of Foreign affairs there is no practice to prove the trade and trafficking the children. Actually in their archives there is no even one proven case. Bulgaria refuses to look for a kidnapped child. Is it possible to have more-cruel truth? But the Government and the President are keeping silence. This horrible truth is a fact and is absolutely conscious.

That is what I called "state banditism"! If you don’t believe, please come here and check!

TRUTH 2-ND:

It is a tested militiamen practice when the missing of a child is represented as an “accident” or as family affairs. It’s taboo to perform research and investigations. There is no word for kidnapping – the desinformation, manipulatation and lays took place.  By the method of  “accidents”the cases are not subject of investigation, as well as the channels for trafficking children and other heavy crimes /eg. murder/

This I call "State banditism”! If you don’t believe me, please come here and find out!

THE REASONS /why such militiamen practice for no proven case for trade and trafficking the children is available for 20 years/:

These cases are totally (uncontrolled and brutal) militia’s monopol in the “state banditizm” and in the bureaucratic irresponsibility.In the last 10-12 years in and trough Bulgaria an organized traffic of children and woman took place. This crime is not punished, because it has been organized and protected by the powerful people in the State and Police.In our country the Police is the most undemocratic authority. This is the militarized pyramid “People’s Militia”, hypocritically renamed as Police. Their commanders are trained as officers during the socialist regime. They can only work for the communist party and to defend their own interest . They are not in capacity to protect the rights and security of the citizens. The Police becomes a main generator of corruption, contraband and stay as a bulletproof screen for the organized and other criminality. The war against the crime is only a “show off” for media. It is a war for distribution of  territories, channels and influence. In the Ministry of Interior work more than 60 000 people - more than in the army, but we don’t know to whom and for what this ministry serves. There is no citizen’s control over the Police. The truth is one – this that  the Police decides to state. The investigation, Prosecution and the Court are with following,  predetermined functions. As a result the criminality   rises rapidly in monstrous rates . There is no independent investigation – A private detective investigations are not allowed legally.
In the present situation in next 20 years in Bulgaria there will not be a practice for counteraction the abductions, trade and trafficking the children.

That’s why I definitely define this situation as “state banditizm”! If you don’t believe it, please come here and check!

THE PURPOSES (which are successfully  reached by “the practice of  not  discovering the cases that concern trafficking, kidnapping and trade with children”):

THE FIRST is the hopelessness of the victim.

THE SECOND is the  ensuring of total impunity of the guilty persons, (participating in the channels of traffic, abductors and not acting Authorities).

The scheme is:A child is missing ® there is no real investigation from the beginning! After that vice versa: No investigation ® no child ® no problem for the police ® no problem for the state.

The nightmare remains for the victims. But who cares for them? They are missing at all! Isn’t it a “state banditism”? If you don’t believe it, please come here and check!

THE RESULTS

NUMBER ONE: DISGUSTING - absolutely powerlessness of the victims. The cops have their “Instructions for searching”, written to be convenient for them and the trafficants, but not useful for the society. It‘s written by anonymous scamp in MI and not published a regulation document as it says the Constitution.

NUMBER TWO: HORRIBLE - the victims have being forgotten forever from the authorities. There is no investigation within the country, not international investigation, not even Interpol. There is no information at all and not official statistic.

NUMBER THREE: REPULSIVE - it comes out that the victims are guilty. There is a big pressure over the relatives, not to give publicity. Instead of facts and clues the policeman collects gossips and slanders for the victims.

NUMBER FOUR:CRUEL - officially in Bulgaria there is no victims! No searching ® no victims! So in this case any convention, international recognized human rights, moral and conscience are useless. Nobody cares in MI, Investigation, Prosecution, Ministry of foreign affairs, Embassies, the Government. No victims ® no one guilty in the government!

NUMBER FIVE: INHUMAN - if officially there are no victims, there is no one to guarantee their rights. Instead of understanding and protection they have to fight with the State and Police.

All this results prove the state banditism! If you don’t believe it, please come here and check!

THE CONCLUSION

This is more than cruel! I don't have words to name it! What about you, Gentlemen from the European  Institutions , what you will undertake? Will you make investigation?

THE DECISION:

Immediately our authorities to be forced to protect the children rights as these rights are recognized by The Convention of UN and other international documents and regulation for protection of the children from abduction, trade, pornography, sexual abuses and exploitation.

Dear Mr. George Sedefchov Parvanov,

What is the reason to afraid to meet one Bulgarian father? The Little boy Savestin and the children like him didn’t make anything wrong with you. This innocent child is in exile, lost his identity, family connections, education, mother language and anything national. Savestin was kidnapped, but there is no authority or even one lord, who will try to save him or other Bulgarian child.

The authorities and militia don’t have any respect of the Constitution, The UN Convention for children rights, the statement for justice principles, concerning crime and power misuse victims, The Conventions for chasing people trade and prostitute exploitation, The UN Convention against international organized criminality and its report. It is humiliating to be a normal parent or child in trouble in Bulgaria.

The militia, named Police, is most undemocratic and destructive phenomenon in the country. Stasi was gone, but our Militia stayed under commander of people trained before 1990 year. In which country, member of NATO, you can see ubiquitous militiaman-generals? How much does the living and pension of high level police employee costs to us, when the budget is not enough to buy petrol for the police cars? It is cinic! The officer’s ranks and Militia is bulletproof screen for the organized criminality and political banditizm.

I am asking you: Who controls Interpol bureau in Sofia? Where the money for reporting missing children are going down? Or there is no money for this at all?

Mr. Parvanov, where are you? Don’t you worry for trade with children and women? What is the price of a child life in trouble? Why you still keep silence? Please, answer us, Mr. Social President!

Dear Mr. Gunter Verbeugen and Mr Alvaro Gil Robles,

Savestin’s and children like him fault is that they were born in Bulgaria. And our fault is that we made them… It is terrible! The sadness for lost child and the mare from uncertainty are indescribable. The authorities are keeping silence, the militia hires and misinform us.  They don’t take any measures against the trade with people. Only “Savestin” foundation and me do something for prevention and people searching.

Our government destroys our children. I would go to cannibals to save my son’s life if it’s necessary. But how can I manage with our civil servants-cannibals?

Please, do make a research in situation here!

Dear Mr. President,

It comes out, that for me it is easier to be accepted and listened to with understanding in European institutions than in Bulgaria.

Our country is a source for traffic of people. Children and women are sold. For shame the government is keeping silence like a criminal. It doesn’t participate.

You, Mr. President, have been silent too for long years as a Bulgarian deputy and as a leader of Bulgarian Socialistic Party. Now you are keeping silence as a President of the republic. Such a behavior is accessory to a crime.

Anyone who knows about child kidnapping and don’t undertake what is necessary commits a crime. Anyone who knows about the drama with Bulgarian children, but doesn’t make what is necessary according to its state post and possibilities, accessing a crime against the mankind. Article 3 from United Nations convention for children’s right says that:” The highest child’s interests are first-rate consideration in all activities connected with children.” Here is not like that! 

In Bulgaria the Police is monopolist and still is militarized militiaman’s pyramid. There is missing a real possibility for civil control. The militia is absolutely uncontrolled institution serving the authority and mafia. It hides behind operative data and investigations. The militia decides how is the truth looks like. Instead of profesionalists and specialists, in resent years are hatched “generals”. Cannot fight criminality with paid ratings and media heroes – it multiplies uncontrolled. Again we have unqualified and inadequate police control. There is demonstrative murders and explosions, armed banditism all over the country like never before. If your child is missing you have to forget, that you ever had child. The instruction for searching is secret, which is in traficants favor, while the society is kept in dark. For a second year the Ministry of Interior sabotage unique computer methodology for actualizing the photos of missing children. Everything is done in traficants use and to the detriment of the victims.

Legislation is missing. Intentionally it has been kept legal and normative vacuum. Instead of meaningful low for child was created another one bureaucrative machine called State agency for child protection. It is full of bureaucracy that is not on its place, is not qualified and couldn’t be effective. The results are sad and terrible. The government doesn’t care.

By the way, Mr. President, please be aware and finally answer to the materials which excited the people in Bulgaria and in Europe. Please, be on the victim’s side – present and possible. The whole country cried many times for the child with the name of conscience. How did you, Mr. President, help Savestin?

I am trying to illustrate the sad Bulgarian reality, giving you the opportunity directly to follow the reactions of the authorities.

Savestin is one of the innocent victims. He becomes a cruel symbol of predestine for any Bulgarian child. They don’t look for him because of it. In order to punish me, his father, because I dare to fight for my son and all the other children like him. Inspite of the thousands of signatures the whole country from in his defense, he intentionally didn’t get any chance to be found, for edification. In order no one else to imagine that could fight for his child.  There is weakness and fear all over the country. People in a normal country think how to help you, but here cops are trying to make you guilty just because you want to save your dear child. It is sinister!

Let the authorities tell us if they found any missing child. It is intolerable in the XXI century that, human beings from Europe have to pay bloody tax!

Dear Baroness, dear Sirs,

I believe in your honest, humanism and political wisdom. You are influent and respected persons, I can trust on. Here is nobody. The militia commits self-suicides, crashes or getting people in madhouses, if it decides to. But they cannot destroy the love to my son, to children and my faith in good. And the humans and children rights are something really good.

A charming child was kidnapped during his playing.

For a consecutive year, the only Bulgarian child bearing the name that means  “CONSCIENCE” is still under the state of compulsory exile, slavery, insulting  …

However, our state authorities in no way take the problem to their hearts. Moreover, they doom him to non-tracing…
